Service Planning Process.
In an effort to include "voice" and "choice" into the services ESU 5 offers to districts we consider many sources of data to determine the needs individual districts and regionally we may have.
Needs assessments are completed in-district, within a regional discussion and within the leadership team. All of these data sources are taken into consideration as we expand, reduce or modify the services and programming we provide districts. |

STEP 1
Annually in the Spring, the ESU #5 Leadership Team reviews our master list of services available to schools. As discussions occur adjustments for the expansion, removal or change of programs for the upcoming school year are considered. Districts are asked to fill-out a form detailing services they currently use, ones they may consider using, and ones they do not believe they will use in the future. These simple data collection tools aid in the discussion of continued programs and services, adding additional services or removing services that are no longer utilized to their fullest potential. STEP 2
Leadership Teams from each of the 10 districts we serve are invited to participate in a needs assessment session. During this day-long process, leaders are encouraged to think regionally about common needs that may exist. Working in mixed district small groups, educators individually and collectively record needs they recognize. Next, each small group prioritizes their most important ones and begins to brainstorm possible solutions to address those needs. Groups also review the existing master services list to explore whether there is already a service in place that could address a need. Each small group records their top 2 priorities along with possible solutions on a poster sheet. Those are shared out with the whole group and hung on the wall. Educators return to district teams and dot stickers are distributed. The stickers represent money to be spent on services. Each individual district team spends time in discussion regarding all of the challenges / solutions that have been identified regionally, considers their own priorities and “votes” as a district with their stickers where they believe funds would be best spent. STEP 3
Annually in the late summer or early fall, ESU #5 Leadership Team reviews the master list of services, considers input from the summer Needs Assessment and makes possible adjustments for the new school year that can be accomplished in the short term. Depending on the prioritized needs, responses required and with considerations of funding and staffing longer term plans are considered. |
STEP 4
ESU #5 staff teams visit each district in the fall semester to provide individualized opportunities for each district to talk to us about their unique needs and requests. Just a few guiding questions are offered to outline the conversation, 1. What are the district’s current goals? 2. How can we help support you in meeting your goals? 3. Are there other thoughts you would like to share? |
STEP 5
The ESU 5 Leadership team reviews services offered and considers adjustments, additions or deletions regularly throughout the year. Each department conducts (as outlined here) an evaluation process to guide continuous improvement of their services. |
